In order to promote the overall development of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, the Shenzhen Municipal Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Administration ( Referred to as the Qianhai Administration Bureau, the name of Shenzhen Qianhai Bay Bonded Port Authority Bureau). Qianhai Administration is a legal institution of Qianhai Cooperation Zone established in accordance with the Regulations of Shenzhen Special Economic Zone Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter referred to as the “Regulations”). The relevant provisions of the Interim Measures of the Industrial Cooperation Zone Administration shall perform corresponding administrative management and public service duties.
The Qianhai Administration Bureau implements the system of director responsibility. The director is appointed by the municipal government for a five-year term and is responsible for the work of the Qianhai Administration. Article 6 of the "Interim Measures of Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Administration" stipulates that Qianhai Administration shall be responsible for the development and construction, operation management, investment attraction, system innovation and comprehensive coordination of Qianhai Cooperation Zone, Specifically perform the following duties:
(1) Organizing the development strategy and planning of Qianhai Cooperation Zone, and organizing the implementation after submitting to the approval according to the prescribed procedures;
(2) Organize and formulate the industry development guidance catalog and access conditions for Qianhai Cooperation Zone, and organize the implementation after submitting to the approval according to the prescribed procedures;
(3) Organize the formulation and implementation of relevant rules and guidelines to promote the development of modern service industry in the Qianhai Cooperation Zone;
(4) Organize the formulation of the special regulations of this Municipality’s laws and regulations in Qianhai Cooperation Zone, and request the municipal government to make decisions in accordance with legal procedures;
(5) Responsible for the planning and management of Qianhai Cooperation Zone as prescribed in these Measures;
6) Responsible for the land management and land reserve of the Qianhai Cooperation Zone as prescribed in these Measures;
(7) Responsible for the development, operation and management of land development and infrastructure, public service facilities in Qianhai Cooperation Zone;
(8) Undertake investment and financing tasks for the development and construction of Qianhai Cooperation Zone, and participate in strategic investment in major projects;
(9) Responsible for the examination, approval, filing, or reporting management of investment projects (including fixed asset investment projects) other than financial industrial projects in the Qianhai Cooperation Zone;
(10) Responsible for investment promotion and promotion of Qianhai Cooperation Zone;
(11) Responsible for foreign cooperation and exchanges in Qianhai Cooperation Zone;
(12) Coordinate relevant municipal departments and the government of the jurisdiction to perform their respective duties in the Qianhai Cooperation Zone;
(13) Responsible for various management, service and coordination affairs of Shenzhen Qianhaiwan Bonded Port Area, coordinating port units to carry out related business;
(14) Organize and implement internal systems such as personnel, salary and performance management of Qianhai Administration;
(15) Other duties assigned by the municipal government.
